Staff Mobility

Staff mobility can take place from any programme country to any other programme country. In order for mobility activities to be of high quality and have a strong impact, they should focus on the professional development of participants and correspond to their educational and personal needs.

STAFF MOBILITY OPPORTUNITIES

Teaching Assignments

Teaching staff have the opportunity to deliver lectures/teach at a partner higher education institution abroad. During the mobility period, employees of higher education institutions or experts from enterprises may deliver lectures at the foreign partner institution. Teaching activities can be carried out in all study programmes and academic disciplines.

Staff Training for Teaching and Non-Teaching Staff

Staff training abroad at a partner higher education institution, enterprise, or any other relevant workplace supports the professional development of both teaching and non-teaching higher education staff. The training period enables staff to participate in training activities abroad that are relevant to their daily work at the home institution. It may take the form of training activities or job shadowing. Staff training for all categories of staff can include various forms of activities, such as participation in structured courses or workshops organized by a foreign higher education institution. The thematic focus may include, for example, improving the quality of higher education, implementation of the Erasmus+ programme, developing organizational and communication skills of employees, and all other content that contributes to strengthening competences relevant to performing current job tasks.

DURATION OF MOBILITY

Physical mobility for teaching purposes may last from a minimum of 2 days (with a requirement of at least 8 teaching hours) up to a maximum of 60 days, not including travel days.

In the case of teaching mobility, a minimum of 8 teaching hours per week must be delivered, or within a shorter stay. If teaching is combined with staff training during the same period, the minimum number of teaching hours is reduced to 4 hours per week (or proportionally to a shorter stay). For mobility lasting longer than one week, the number of teaching hours in an incomplete week must be proportional to the duration of that week.
Physical mobility for staff training can also last from 2 to 60 days, excluding travel days.
All mobility activities must be carried out continuously, except in cases where valid reasons for interruption exist.
Mobility may be extended up to a maximum of 2 months, provided additional financial resources are available.

WHERE MOBILITY CAN TAKE PLACE

Within the Erasmus+ programme, mobility can be carried out at higher education institutions and organizations in EU Member States, as well as in Iceland, Liechtenstein, Norway, North Macedonia, Serbia, and Turkey, or in third/partner countries in KA171 regions 1–14 (so-called International Opening), subject to budget limitations.
A prerequisite for teaching mobility is a signed inter-institutional Erasmus+ agreement on cooperation between the University and the partner institution abroad.
In the case of training mobility, an inter-institutional agreement is not required. Instead, the relationship is defined by an individual work plan.

STAFF MOBILITY AGREEMENT FOR TEACHING / STAFF MOBILITY AGREEMENT FOR TRAINING

Teaching and non-teaching staff are required to submit the appropriate documentation to the Office for International and Inter-Institutional Cooperation before the start of mobility:


The Staff Mobility Agreement for Teaching must include a teaching plan agreed with the foreign higher education institution.
The Staff Mobility Agreement for Training must include a plan of activities, expected outcomes, and the impact that the stay will have on performing tasks within the current workplace.
These documents, signed and certified by the authorized person at the foreign institution, must be submitted to the Office for International and Inter-Institutional Cooperation before the start of mobility.

FINANCIAL SUPPORT

Financial support is provided to cover living and travel expenses.
The amount of living and travel expenses is determined according to the rates set by the European Commission, depending on the duration of the mobility in days and the distance to the destination. In accordance with the Regulation on Amendments to the Income Tax Act, per diems are not subject to taxation.
In the calculation of financial support (number of per diems), it is allowed to include up to 2 days spent on travel.
Staff cannot receive Erasmus+ financial support if their stay is additionally funded from resources originating from the European Union.
The Office for International and Inter-Institutional Cooperation prepares the Grant Agreement, which is signed by the Vice-Rector for International Cooperation of the Dr. Franjo Tuđman Defense and Security University and the grant beneficiary. Only after signing this agreement can the financial support for mobility be paid to the beneficiary.

INSURANCE

Participants are required to arrange their own health insurance during their stay abroad. They must have valid health insurance covering the host country for the entire duration of the mobility period.

PAYMENT OF FINANCIAL SUPPORT

The University will pay 80% of the maximum financial support amount before the start of mobility. Upon return from mobility and settlement of all obligations to the University (Final Report, Confirmation of Stay from the foreign higher education institution), the remaining amount of financial support will be paid in accordance with applicable financial laws and regulations of the Republic of Croatia, or a refund order will be issued.
Staff members awarded financial support for mobility will sign a Grant Agreement with the University, regulating mutual rights and obligations regarding the stay abroad.
